The following statement was sent to me by Larry Robertson who was Lumpkin County Planning Director several years ago.

"I have followed the dog park issue in the Lumpkin Sunshine and must say that it is disappointing that some people don’t seem to understand the value of this type of park. Most cities in central Florida have a dog park either as a stand alone like ours or as a fenced off portion of a larger park.

It appears there was concern about maintenance, city crews do maintain the park but their work is minimal. I believe you will find that people who care enough about their pets to take them to an off-leash dog park tend to be conscientious they keep the park clean and help take care of it.

From first hand experience I can tell you that after the hurricanes in 2004 we had to turn away volunteers who wanted to help clean up Paw Park and get it back open, that wasn’t the case with the other parks in the City.

Our dog park occupies almost a full City block. It has spawned a dog centered business nearby with others in the works.

Sanford prides itself on being a dog friendly city and we have a great dog park.

Please go to the link below to read about Paw Park.

Bgirl, there is no reasoning involved in much that our commissioners do. As Chairman Raber so clearly stated during the last Commission Meeting, it is all political. They want to maintain control. Volunteers interfere with control.

Elections in July 2010 and 2012 can resolve the issue. Want to take your government back? You have four months to find and elect better commissioners. All that is necessary for the triumph of evil is that good men do nothing.

So what is the reasoning for denying construction of the dog park? Am I missing something, because from where I stand there are really no negative consequences to this plan. Currently, people are not allowed to let their dogs run free in the park. They are supposed to be cleaning up their dog's droppings with baggies that are never available. So, what happens? People break the rules, and how can you blame them? The whole reason for bringing your dog to the park is to give it some exercise. Not everyone is able to run along with their dog while it is leashed. What is so bad about giving the dogs a place to run and play away from the game fields and any "non-dog loving" patrons? The dog park would be beneficial to everyone who visits Yahoola Creek Park. To rule out improvement for everyone because of a few giant egos is just absurd.

This is an issue everyone in this part of the country needs to be watching. How much do the folks already living in a region have to give up in order for more people to move into the area? Who benefits and who loses? Emily Lewy

Thank you, Emily, for providing such good leadership in bringing reason to bear on issues in our county. And congratulations on this success. This was not a conflict between individual-benefit and community-benefit as is often the case. The interest of both was at stake, and both won against a foolish and un-American decision made by our county commissioners. With the vigilance you and Gerald give to their actions and the education you bring to the public on issues, our commissioners will serve our residents better - and I bet at times with appreciation for your input in helping them make better decisions. Thanks to you also, Gerald; behind every good woman is a good man. Elvin

I own a dog (6-pound toy poodle) AND I own property in Lumpkin County. So, does that permit me to comment on dog parks in Lumpkin County even though I don't live there full time? As a city dweller (40,000+ people in the town where I live), I know the value of having a dog park nearby. My wee dog gets to socialize, run, chase, sniff, fake-fight, play with doggy friends, of all sizes and breeds. She's never been hurt, although she's usually the smallest of the pack. They run around and over her, but never step on her... she loves going there, and it's not just her own socialization, but the people I talk with, too. It lets your dog make friends, and you'll make some people friends, too.

Shouldn't the Chestatee be part of the Upper Chattahoochee River Keeper Group that has an office in Gainesville. They're responbible for Lake Lanier up to Helen. I've researched the RiverKeepr organizations and it seems that our Chestatee isn't officially accounted for. Does anybody know why or am I wrong? R Bridges

Comment on Your Unalienable Right to Petition by BobG

I am amazed and appalled by the actions of the Commission-- at the direction of Chairman John Raber-- which has published an "official" petition form. Purportedly, the county will not accept a citizen's petition unless it is on the county-issued form.

On Raber's form, there is a warning of fine and/or imprisonment for false swearing for any petition circulator who violates an oath to ensure that, among other things, petition signers are residents of the county and have read the petition's statement of purpose.

Most Americans understand that the "right of petition" is protected by both the U.S. and state constitutions. The government can take no action which might serve to prevent or chill any citizen's exercise of the right to petition his government.

In my opinion, no law nor edict of government can dictate the form that this type of "petition" must take. A citizen has the absolute right to petition the government alone or in concert with others; verbally or in writing; and, if in writing, on a billboard, a piece of paper or a dirty napkin.

Moreover, a petition of this type has no legal weight or effect. It is merely an expression of the sentiment of a segment of the populace. It is unlike a formal petition where the identities and/or qualifications of the petitioners must be confirmed; such as a petition by a percentage of a community's property owners to seek annexation into a city. A form for that type of petition would be appropriate and proper.

The Lumpkin Commission Chairman is using the police power of government to squelch the citizens' participation in the public process. In "formalizing" the petition process, he attempts to create the justification and authority to impose a criminal penalty where no such authority is justified or appropriate. Of course, I believe that Raber's form is unconstitutional.

His malicious intent has apparently been evidenced in recent public meetings where he mocked the petition process and even proposed an "I want my taxes raised" petition... that the Commission voted to approve without even knowing on what issue they had actually voted!

It is a sad day in Lumpkin County when an elected official's arrogance trumps constitutional rights. The county should IMMEDIATELY rescind this form and accept the Blackburn Park petition and others for what they are-- the exercise of a free people's right to inform and influence their government in whatever manner is required and appropriate.

Exactly right...just prior to WWII, when the stock market was dead, unemployment was 25%, and Japan was waving its "bully" stick in America's face, Franklin Roosevelt said, "You have nothing to fear but fear itself." Asserting YOUR Constitutional rights begins at home, and circulating petitions to protect natural resources, i.e. parks, is the appropriate grass roots venue. When so many basic liberties have been restricted, go ahead and fear not...speak now, sign now, it's YOUR right!
